Tax Pledge


Kent Lambert is a member of the Colorado Union of Taxpayers (CUT), and this pledge is on file with them at www.coloradotaxpayer.org.

I, Kent Lambert, candidate for House District 14, hereby pledge to the Citizens of Colorado:

Tabor: to honor and uphold the spirit as well as the letter of TABOR.

New Taxes: to oppose any new net tax increase.

Spending Limit: to limit government spending to growth of Colorado population and inflation.

Tax Surplus: to support the refund of surplus taxes to the citizens of Colorado proportional to their contributions.

Prioritize Spending: to support prioritizing the budget by shifting spending from lower valued programs to the higher priorities, and not fund spending with new net taxes.

Education: to support educational alternatives such as vouchers to create competition and improve student results at a lower cost.

Privatize: to support privatization of government departments and functions to make them more efficient and less expensive.

Property Rights: to defend private property rights from "takings" by government or by regulation.

Payroll Deductions: to oppose unauthorized payroll deductions that are used for political purposes.

Petition Rights: to support the citizen's right to petition with rules as non-restrictive as possible.

My experience as Executive Director of the Republican Study Committee of Colorado (RSCC) demonstrates my commitment to that goal, and my ability to make it work. I helped write the RSCC Declaration of Principles, and I follow those principles to guide my votes as a State Representative.

Taxes

I have a proven record of saving taxpayers' hard-earned money. In 2007, I was recognized by the Colorado Union of Taxpayers as a "Taxpayers' Champion." I was one of only three legislators with a 100% rating. As a budget and systems analyst, I've made tough decisions and prioritized budgets. One such project saved the U.S. Air Force almost six billion dollars. I will work to find the waste and inefficiency in Colorado government. I will fight to prioritize spending and make decisions to provide the best return for your hard-earned tax dollars.

I strongly support the Taxpayer's Bill of Rights, support your right to vote on new taxes, and I will continually work to keep government taxation and spending in check. I oppose any net tax increases. Since Referendum C was passed in 2006, and an unconstitutional multi-billion dollar property tax was passed in 2007, it is even more important that taxpayers' money is monitored for waste and excessive spending.

Voters who supported Amendment 23 thought funding for K-12 education should be a high priority and it should be. However, many did not foresee how that Amendment's mandatory increases would cut so deeply into other budget priorities. I will work to maintain quality education, while attempting to keep fiscal discipline by encouraging competition and reducing unnecessary requirements that stiffle common sense reforms in education.




Family Issues

I believe in the sanctity of human life, marriage, and protection of the rights of the crippled and aged.

I am strongly pro-life, and support parents' rights to be notified of their minor children's health and pregnancies.

A bill to criminalize the intentional murder of unborn babies was defeated by Democrats in the Legislature, assuring that Colorado remains one of the few states where the unborn babies of pregnant mothers have no legal protection from violent attacks. I will vote to make the intentional murder of a fetus a crime.

I have always been active in church activities and leadership, and try to put my personal faith into practice. I also respect the right of every citizen to freely choose their own religion and worldview, and to acknowledge God in all aspects of public life.

I support the traditional definition of marriage, strong families and traditional values. I recognize that parents know what's best for their children, and support them in their efforts to raise responsible, loving families. I will work to keep children safe and protect them from pornography and abuse.

Small Business and Jobs

Our families can only succeed if our economy and job market is vibrant and healthy. We need a 21st Century workforce, an educational system to teach modern skills and a strong small business environment to employ them. I have a small business perspective. Our family started and has run the successful Simpich Character Dolls business in Old Colorado City for over 50 years. I have seen first-hand how government regulations and tax policies can interfere with small businesses' ability to survive, and their ability to hire willing employees. I support legislation to limit lawsuit abuse and extreme lawsuit awards that raise costs to small businesses, medical and drug costs to the sick and elderly, and make insurance unaffordable.

Education

Accountability and competition on the local level are the best ways to develop quality educational programs that parents will support and will improve our public school systems. I am dedicated to quality educational opportunities for every student, policies to raise individual student performance and lower high dropout rates. I encourage parental involvement because parents know what's best for their children's education. Traditional neighborhood schools, magnet schools, charter schools, access to private schools through vouchers, home schooling, and distance learning programs should all be considered as available options based on parents' choices.

Public school policy decisions should be open to the public. As an advocate for open government, I support sunshine laws to make public school and university contract processes open to parents, teachers and elected officials, instead of holding them behind closed doors.

Law Enforcement and Emergency Preparedness

I spent almost 34 years in the military working to protect American families and our way of life. As your representative, I will continue to uphold my oath to support and defend the Constitution and the Bill of Rights, especially the First and Second Amendments, and private property rights. I will work with law enforcement officials and district attorneys to identify legislation needed to effectively identify, arrest, and punish criminals and to keep our streets safe from violent crime, drunk drivers, and dangerous drug labs.

Our world changed on September 11th. Having lived in the Middle East for three years under a constant high terrorist threat, I understand the extreme nature of this new threat. With my extensive experience in crisis management, I understand the need for emergency services agencies to work together to keep communities safe. I also understand just spending money may not always be effective, and we must make very tough decisions to prioritize our State programs to meet the real threats of terrorism and pandemic diseases.

As the most senior military retiree in the General Assembly, I will work tirelessly to protect Colorado's major military bases from being closed, which would have serious economic effects on El Paso County. I will represent veterans and retirees to obtain the benefits for which they are entitled. I will also work to support our Colorado Army and Air National Guard forces, which protect our active duty bases, guard our local airspace, deploy around the world to fight the war on terrorism, and perform other vital national and local missions. They and their families should receive all the benefits they deserve while on active duty.

Medical Care

Medicaid is an important safety net for helping the most vulnerable in our society--senior citizens and children, but its costs are quickly growing out of control.

As the Representative for District 14, I will work with state leaders to help connect people to the services they are entitled to and support legislation that will help reduce medical costs through safer and less expensive surgical and medical procedures. I also support legislation to limit lawsuit abuse, extreme lawsuit awards, and the over-regulation that raises medical and drug costs to the sick and elderly, and make insurance unaffordable.

Environment and Water

As a former conservation instructor at the Philmont National Boy Scout Camp, I am a strong advocate for responsible conservation policies, the wise use of our natural resources, and the need to preserve open space for future generations. I advocate a balance between environmental protection, recreational use and resource management. We must explore and develop options for the long-term availability of water resources, while using responsible conservation policies such as healthy forest management. I support projects to deliver water owned by Colorado Springs to our local area. I also believe in preserving areas for recreational use, and encouraging neighborhood parks to maintain our quality of life and the natural attractiveness of the Pikes Peak region.

The Economy and Transportation

I believe in the principle of government at the lowest level, while maintaining personal and private property rights. Local communities should run their schools, manage their growth and provide basic services to their citizens and communities. We must keep government intervention and growth to a minimum, and allow businesses do what businesses do bestprovide jobs, create wealth and grow a strong economy.

Maintaining the quality of life in the Pikes Peak Region also benefits our economy. We should work to improve our roads and infrastructure. With my budget analysis and diplomatic background, I am uniquely qualified to fight for our fair share of state and federal transportation dollars, without raising taxes.

Illegal immigration

Prior to the visit to the National Guard observation posts, both Simcox and Lambert had just finished all-night patrols at Minuteman observation sites, which reported about 26 illegal aliens to the Border Patrol--a relatively low number for a single night.

The influx of millions of illegal aliens entering the United States every year is having a detrimental effect on our economy, our national security, our state budget, our medical facilities, and our crime rate. Taxpayers should not have to pay for services for aliens who are here illegally. The solution is to work with other states to stop the flow of illegal immigration at our borders, and to stop the state services and exploitable jobs that encourage illegal aliens to stay in Colorado. I have taken an active role to oppose using taxpayer money for illegal aliens, and facilitated RSCC meetings with Arizona Legislators in early October 2005. I have consistently supported all efforts to close the borders, to restrict government funding for illegal aliens, and to oppose amnesty.



























In July 2007, Representative Lambert reported this group of illegal aliens that had crossed the U.S. border near Nogales, AZ. All 31 were captured by the Nogales Sector, U.S. Border Patrol.





Within 15 minutes, helicopters from Homeland Security followed vectors supplied by Rep. Lambert, and coordinated with ground units to capture and deport the entire group of illegal aliens.

SLLI includes legislators from 31 states. Rep. Kent Lambert has worked to collect and catalog dozens of ideas to stop illegal immigration from many states, and is organizing model legislation to share among all the states.

A National Guardsman from Woodbridge, Virginia, explains his procedures and area of responsibility to Kent Lambert.

Due to their previous levels of responsibility and combat experience in Southwest Asia, other Guardsmen expressed some degree of frustration about the availability of equipment (which is now slowly improving), and restrictions on their ability to directly perform the border control mission, including interacting with or directly stopping insurgents illegally crossing the border.

The use of mobilized National Guard troops to perform Federally-ordered border patrol missions within the boundries of host states like Arizona may raise important issues for both Federal and state legislation and oversight.
